On November 16, 2017, over fifty leaders of civic, philanthropic, and public policy organizations met with researchers and government representatives to examine policies, approaches, and strategies to strengthen neighborhoods poised between stability and distress. Participants were split into three working groups that focused broadly on practice, research, and policy. This report is a summary of the issues and priorities discussed among the working groups in individual and plenary sessions.
